What is Comprehensive Achievement and Civic Readiness?
During the 2024 session, the Minnesota Legislature renamed WBWF to Comprehensive Achievement and Civic Readiness (CACR). This new name emphasizes dual roles for the goals set forth in district plans—supporting students with academic achievement within their pre-K through 12 experience as well as preparing them to be active members of their community after graduation. This change will take effect as of the 2024-25 school year strategic plans and Fall 2025 annual summary report.
CACR plans will address five goal areas:
- All children are ready for school.
- All racial and economic achievement gaps between students are closed.
- All students are ready for career and college.
- All students graduate from high school.

Prepare students to be lifelong learners.
Goal 1: All children are ready for school.
By September 2024, 70% of families will participate in at least one kindergarten transition opportunity.
Goal 2: All racial and economic achievement gaps between students are closed.
The average Reading MCA score will increase to 63% with no racial or economic subgroup falling more than 10% below their white peers
The average Math MCA score will increase to 59% with no racial or economic subgroup falling more than 10% below their white peers.
Goal 3: All students are ready for career and college.
By June 2025, the average composite ACT score for 11th grade students will increase from 22.1 to 22.5 composite score.
Goal 4: All students graduate from high school.
The number of students who graduate with their 4-year cohort will increase from 93.7% in spring of 2023 to 95% in spring of 2024*, with no student group falling below 80%
*Graduation data is always reported 1 year behind.
Goal 5: Prepare students to be lifelong learners.
In 2024-2025, 42% of students in grades 6-12 will positively respond, on the annual student daily desired experience survey, when asked if they believe that some classroom activities will make them think about their future.
