Bilingual Seals and Certificates Assessment

Minnesota public school districts may award Minnesota bilingual and multilingual seals to high school students upon graduation who have demonstrated the required levels of language proficiency through assessment in languages other than English, including American Sign Language (ASL) and Indigenous American Indian languages. The required proficiency levels are ACTFL Advanced Low for a Platinum Seal; ACTFL Intermediate High for a Gold Seal in all of the four modalitieslistening, reading, speaking and writing. 

 *Note: Minnesota State Colleges and Universities award college credit only when the test was taken in grades 10, 11, or 12. Therefore; it is NOT recommended to take an assessment before grade 10 if the goal is to obtain college credit.  

Minnesota World Language Proficiency Certificate is an award given to students in any grade level who demonstrate ACTFL’s Intermediate Low and Mid level in all of the four modalitieslistening, reading, speaking and writing in languages other than in English. *Note: Minnesota State Colleges and Universities award college credit when the test was taken in grades 10, 11, or 12.

 

The Minnesota Department of Education-approved assessments will test a student's listening, reading, speaking and writing in world languages.

The Bilingual and Multilingual Seals and World Language Certificates are awarded to high school students meeting the required levels of language proficiency upon graduating. Minnesota State Colleges and Universities award the following college credits:

  • World Language Proficiency Certificate - 2 semester credits
  • Gold Seal - 3 semester credits
  • Platinum Seal - 4 semester credits

In order to qualify for a bilingual seal, a student must also demonstrate proficiency in English by having met the required English Language Arts credit for high school graduation. The World Language Proficiency Certificate does not have English Language Arts credit requirements.

 

Register for the Test:

November 20 & 21 Test Dates

Students must sign up for the assessment by October 17, 2025 to take the test. This date is only for students in grades 9-12.

February 19 & 20 Test Dates

Students must sign up for the assessment by January 16, 2026 to take the test. This date is only for students in grades 9-12.

March 17, 18 and 19 Test Dates

Students must sign up for the assessment by February 13, 2026 to take the test. This date is only for students in grade 8.

Testing Dates

Assessments will be held on the following dates and locations for students in grades 9-12:

  • November 20, 2025 - Lakeville North High School
  • November 21, 2025 - Lakeville South High School
  • February 19, 2026 - Lakeville North High School
  • February 20, 2026 - Lakeville South High School

*Lakeville Online Academy and Lakeville Pathways Academy students can test at either location.

Assessments will be held on the following dates and locations for students in grades 8:

  • March 17, 2026 - Century Middle School
  • March 18, 2026 - Kenwood Trail Middle School
  • March 19, 2026 - McGuire Middle School
  • *Lakeville Online Academy students can test at any location.

Students must sign up for the assessment by the predetermined date on the right. There is no cost to take this test.

What to Expect 

Most test formats take about 2.5 to 4 hours to complete. During the online test, students will:

  • Listen to questions and choose answers
  • Read passages and answer questions
  • Respond to writing tasks
  • Record spoken samples that will be scored remotely.

 

Test Results 

Test scores are can take up to 2 months to be finalized. Students will be informed of their scores by the District and may get a score report in the mail. The District will apply for a certificate on the student's behalf if they have a passing score. A record of a passing test score will be included in the student's transcript.
